Reports to: Director of Waste Control/Fleet Maintenance Director.
The Assistant Director is responsible for the daily operations of the Waste Control department. This employee supervises and directs a number of employees in the garbage pickup and disposal of Madison County. The employee works with a great deal of independence in performing duties and reports directly to the Director of Waste Control/Fleet Maintenance Director.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsible for all daily assignments for garbage collection routes are met and completed.
Responsible for scheduling employees to maintain adequate staff for daily operations. Works with Huntsville Utilities to insure correct billing for customers’ accounts. Purchases items needed for daily operations of the department related to trucks, building and office, etc. while working within budget guidelines.
Supervises all employees of the Waste Control Department including route supervisors, drivers, helpers, mechanics and office staff.
Position involves working closely with Huntsville Utilities and other segments of City government as required; working with the Madison County Health Department, reporting any area on the waste control route where unsanitary practices have been observed. Also works with closely with all Madison County Commissioners, reporting problem areas to ensure that the Waste Control Department gives the best service to all sectors of Madison County. Performs all related work as required.
QUALIFICATIONS AND SKILLS REQUIRED
Any combination of training and experience equivalent to graduation from a standard high school. Extensive management and public relations experience also required. Must be knowledgeable of a County-wide Waste Control/Sanitation System. Must possess a Commercial Driver’s License.
- Knowledge, Skill, and Ability
Ability to supervise a large crew of employees in the pick-up of garbage. Ability to plan, organize, and initiate new procedures for the efficient operation of the Waste Control Department. Ability to establish and maintain effective working relationships with employees, officials, and the general public. Must be innovative, imaginative, and able to anticipate potential waste control problems which mount as the population increases. Must be computer literate and possess knowledge of Microsoft Windows, Office and Networking.
Five years’ experience of a county-wide Waste Control/Sanitation System or equivalent. Extensive management and public relations experience also required.
- Physical Requirements
Ability to work in inclement weather conditions, to operate a sanitation truck and to lift up to fifty pounds.
- Certifications or Licenses Required
Must hold a valid Commercial Driver’s Licenses, Class A preferred, minimum Class B (or obtain within six months of employment).
$ 47,216.00 annually, Depending on Experience

Life Insurance: Madison County provides $25,000 in life, $25,000 in accidental death and dismemberment and $25,000 line of duty insurance to eligible employees in certified positions.
Employee Retirement Plans: Employees are required to participate in the Employees Retirement System, which is administered through the Retirement Systems of Alabama (RSA).
Employees participate at one of the following levels:
Tier 1: An employee who had service credit in RSA prior to January 1, 2013 and contribute at a level of 5% per pay period. *The County contributes at a rate of 10.42%.
Tier 2: An employee who was hired on or after January 1, 2013 and contribute at a level of 6% per pay period. *The County contributes at a rate of 8.17%.
*Contribution percentage is set by the Retirement Systems of Alabama and changes annually.
Employee Clinic: Madison County employees and dependents over age 12 may use the Employee Health Clinic for the low co-pay of $15.00 per visit. To be eligible to use the clinic, the employee and dependent must be enrolled in Madison County’s health insurance plan as their primary coverage.
